Earth Federation Forces
The military arm of the Earth Federation government in the Universal Century timeline.
The Earth Federation Forces (地球連邦軍, Chikyuu Renpougun) were the military branch of the Earth Federation government in the Universal Century timeline. Abbreviated as EFF, the organisation served as the Federation’s primary instrument for enforcing government edicts across the Earth Sphere, from the depths of Earth’s oceans to the furthest space colonies.
The Earth Federation Forces evolved from the United Nations Forces in A.D. 2009, gaining significantly expanded powers and authority compared to its predecessor. Throughout the Universal Century, the EFF played a central role in most major conflicts, from the devastating One Year War to the final collapse of the Federation itself.
History
Formation and early years
The Earth Federation Forces emerged from the restructuring of the United Nations Forces in A.D. 2009, coinciding with the formation of the Earth Federation government itself. Unlike the former UN Forces, the EFF was granted far more extensive powers, allowing the Earth Federation government to respond decisively to threats across its expanding sphere of influence.
As humanity began its migration to space colonies throughout the Earth Sphere, the EFF’s role expanded dramatically. The organisation was tasked with maintaining order in the growing network of space settlements, called Sides, while also preserving Federation authority on Earth itself. This dual responsibility would become increasingly challenging as colonial populations developed their own distinct identities and grievances against Earth-based rule.
The EFF was reorganised into four distinct branches to handle operations across all environments: the Ground Force, Naval Force, Air Force, and Space Force. This structure allowed the Federation to project power from Earth’s ocean depths to the distant Lagrange Points, though the Space Force grew in prominence as conflicts increasingly moved beyond Earth’s atmosphere.
Pre-war buildup
In the years leading up to the One Year War, the EFF underwent significant expansion and militarisation. The growing independence movement in Side 3, led by Zeon Zum Deikun, prompted the Federation to strengthen its military presence throughout the colonies. Despite being officially granted autonomous status as the Republic of Zeon, Side 3 remained under substantial EFF oversight.
Two new military departments were established during this period: the Department of Space Force and the Department of Earth Force, with the latter controlling the Ground Force, Navy, and Air Force. The Space Force received massive budget allocations, reflecting the Federation’s recognition that future conflicts would likely centre on control of space. This expansion created a class of “Federation warlords”—military officials who gained significant political influence within the Federation government.
Chairman Gopp of the Joint Chiefs of Staff emerged as a key figure during this period, supporting critical projects such as Tem Ray’s mobile suit development programme. Anticipating conflict with Zeon, Gopp oversaw the relocation of EFF headquarters to the heavily fortified underground base at Jaburo in the Amazon region.
One Year War
The One Year War marked the EFF’s greatest trial and transformation. When the Principality of Zeon declared war on 3 January UC 0079, the Federation forces were completely unprepared for the new reality of mobile suit warfare. The initial week of conflict, known as the One Week Battle, resulted in catastrophic losses, with an estimated 3 billion casualties.
The Battle of Loum proved particularly devastating for the EFF Space Force. General Johann Abraham Revil, Commander-in-Chief of the Earth Federation Forces, was captured during this engagement when Zeon’s mobile suits overwhelmed the Federation fleet. The introduction of Minovsky particle interference rendered traditional guided weapons and computer-based fire control systems useless, leaving Federation forces helpless against Zeon’s revolutionary mobile weapons.
Zeon’s subsequent Earth invasion further exposed the EFF’s weaknesses. The Ground Force, with its centralised command structure based at Jaburo, found its communications severed by Minovsky interference. Large swaths of territory fell to Zeon’s Earth Attack Force as Federation units operated in isolation, unable to coordinate effectively.
The tide began to turn with the rescue of General Revil and his famous “Zeon is exhausted” speech, which prevented the Federation from surrendering. More importantly, the EFF began deploying mobile suits developed under Project V and the RX Project. The RX-78-2 Gundam and its pilot Amuro Ray became symbols of the Federation’s resurgence.
Operation Odessa in November UC 0079 marked the EFF’s transition from defence to offence. This massive counteroffensive, involving 30% of the Federation’s military resources, successfully drove Zeon forces from Europe and Asia. The operation demonstrated the EFF’s ability to coordinate large-scale conventional forces against mobile suit units, utilising overwhelming air power to compensate for technological disadvantages.
The war’s final phase saw the EFF’s successful space counteroffensive. The capture of the Solomon asteroid fortress in December UC 0079 provided a crucial staging area for the assault on A Baoa Qu, Zeon’s final stronghold. Despite suffering massive casualties from Zeon’s Solar Ray superweapon, which killed General Revil, the EFF ultimately prevailed in the climactic Battle of A Baoa Qu on 31 December UC 0079.
Post-war reconstruction and the Delaz Conflict
Following the Federation’s victory in the One Year War, the EFF faced the complex challenge of post-war reconstruction while maintaining vigilance against Zeon remnants. The organisation’s influence within the Federation government grew substantially during this period, with military leaders gaining unprecedented political power as civilian control eroded.
A significant rift developed within the EFF leadership between two factions: the reformist faction led by Vice Admiral John Cowen and the conservative faction headed by Admiral Gene Coliny. This internal power struggle would have profound consequences for the Federation’s future.
The Delaz Conflict of UC 0083 exposed the depth of these divisions. Admiral Coliny manipulated events surrounding Operation Stardust, allowing the Delaz Fleet’s colony drop to succeed in order to discredit the reformist faction. The successful attack on North America, the Federation’s primary food production centre, provided the conservative faction with the justification they needed to establish the Titans, an elite anti-Zeon force that would eventually become a major threat to Federation democracy.
The Gryps Conflict
The creation of the Titans in UC 0083 marked the beginning of the EFF’s darkest period. Under the leadership of Jamitov Hymen and Bask Om, the Titans gradually usurped power from regular EFF units, conducting increasingly brutal operations against spacenoids and anyone deemed a threat to Federation security.
The Gryps Conflict of UC 0087-0088 saw the EFF effectively split into three factions: the Titans, the Anti-Earth Union Group (AEUG), and regular Federation forces caught between them. This civil war devastated the EFF’s capability and credibility, with the organisation losing many experienced personnel and much of its equipment.
The conflict’s climax saw the destruction of the EFF’s longtime headquarters at Jaburo when the Titans used a nuclear weapon to eliminate AEUG forces that had seized the base. This act symbolised the complete breakdown of traditional military order within the Federation.
Neo Zeon Wars
The emergence of Neo Zeon under Haman Karn in UC 0088 caught the weakened EFF completely off guard. Still reeling from the Gryps Conflict, the Federation forces initially struggled to mount an effective resistance against Neo Zeon’s two-pronged assault on both space colonies and Earth.
Neo Zeon’s Dublin colony drop and subsequent invasion of Earth exposed the EFF’s depleted state. The regular Federation forces, now reorganised under the Londo Bell task force, relied heavily on AEUG veterans and advanced mobile suits to counter Neo Zeon’s threat.
The Second Neo Zeon War of UC 0093, led by Char Aznable, again demonstrated the EFF’s limitations. Despite possessing advanced mobile suits like the RX-93 ν Gundam, the Federation forces barely prevented Char’s plan to drop Axis on Earth, with the outcome depending largely on individual heroics rather than institutional capability.
Decline and dissolution
The late Universal Century witnessed the steady decline of the Earth Federation Forces as an effective military organisation. The Cosmo Babylonia War of UC 0123 saw the EFF outclassed by the Crossbone Vanguard’s superior technology and tactics. The Federation’s military had grown complacent and technologically stagnant, forcing reliance on a handful of ace pilots and experimental units.
During the Zanscare War of UC 0149-0153, the EFF’s weakness became fully apparent. The organisation could barely maintain order on Earth, let alone mount an effective resistance against the Zanscare Empire’s invasion. The Federation increasingly relied on volunteer organisations like the League Militaire to fight its battles, highlighting the military’s institutional failure.
By the time of G-Saviour in UC 0223, the Earth Federation Forces had effectively ceased to exist as a coherent organisation, reflecting the broader collapse of the Federation government itself.
Organisation
Command structure
The Earth Federation Forces operated under a highly centralised command structure headed by the Joint Chiefs of Staff. The Chairman of the Joint Chiefs served as the highest-ranking uniformed officer, typically holding the rank of Admiral or General. This position reported directly to the civilian leadership of the Earth Federation Assembly, though the balance between civilian and military authority shifted dramatically throughout the Universal Century.
During times of war, the EFF was commanded by a Commander-in-Chief, usually the senior-most military officer. General Johann Abraham Revil held this position during the One Year War, serving simultaneously as head of the Space Force and overall military commander.
The reorganisation following the Delaz Conflict centralised authority further within the Joint Chiefs of Staff, reducing the independence of individual service branches. This concentration of power contributed to the rise of military factions like the Titans and made the organisation more susceptible to political manipulation.
Service branches
The Earth Federation Forces comprised four distinct service branches, each responsible for operations in specific environments:
Earth Federation Ground Force served as the primary land-based military arm, responsible for planetary defence and occupation duties. Prior to the One Year War, the Ground Force maintained a highly centralised command structure with all major decisions flowing through Jaburo. The introduction of mobile suits revolutionised ground warfare, though the service retained significant conventional capabilities throughout the Universal Century.
Earth Federation Naval Force handled maritime operations and maintained responsibility for protecting sea lanes and coastal installations. The Navy suffered severely during Operation British and subsequent Zeon attacks, losing most of its conventional fleet early in the One Year War. Post-war reconstruction focused on vessels capable of supporting mobile suit operations.
Earth Federation Air Force maintained aerial superiority over Earth and provided close air support for ground operations. The service played a crucial role in Operation Odessa, deploying approximately 6,000 aircraft to support the ground offensive. The Air Force later incorporated atmospheric mobile suits and developed extensive air defence networks.
Earth Federation Space Force emerged as the most critical service branch as conflicts increasingly moved into space. Initially modelled after naval traditions, the Space Force drew personnel from all existing branches, with naval officers being most numerous. The service operated from headquarters at Luna II and maintained responsibility for defending space colonies and projecting Federation power throughout the Earth Sphere.
Special units
The EFF maintained several specialised organisations for particular missions:
Londo Bell was established as an elite task force to replace the disbanded Titans. This unit combined the best personnel and equipment available to the Federation, serving as a rapid-response force for major threats.
ECOAS (Earth COlony ASteroid) operated as a clandestine special forces unit, handling black operations and manhunting missions. Created in UC 0094, ECOAS maintained its own command structure independent of regular EFF hierarchy.
The Strategic Naval Research Institute (SNRI) oversaw advanced mobile suit development and technological research, playing a crucial role in maintaining the Federation’s technological edge.
Various other units included the Federal Coast Guard, which handled river and lake security, and the Criminal Police Organization, responsible for law enforcement in space colonies.
Equipment
Mobile suits
The development and deployment of mobile suits marked the most significant transformation in EFF capability. Initially caught off guard by Zeon’s mobile weapon technology, the Federation rapidly developed its own mobile suit programme, beginning with the prototype units of Project V.
The RX-78-2 Gundam served as the testbed for Federation mobile suit technology, incorporating revolutionary systems like beam weapons and the Learning Computer. The success of the Gundam programme led to the development of the RGM-79 GM, the Federation’s first mass-production mobile suit.
Post-war development focused on versatile, cost-effective designs suitable for various environments. The RGM-89 Jegan became the backbone of Federation forces in the late UC 0080s and beyond, though technological advancement slowed considerably compared to the rapid innovation of the One Year War period.
Naval vessels
The EFF operated an extensive fleet of space vessels, ranging from small patrol craft to massive battleships. The Salamis-class cruiser and Magellan-class battleship formed the backbone of the Space Force fleet, though both designs proved vulnerable to mobile suit attacks.
The revolutionary Pegasus-class assault carriers like the White Base pioneered mobile suit operations, combining carrier capabilities with heavy firepower. Later designs like the Argama-class incorporated lessons learned from the One Year War, emphasising mobile suit support and atmospheric operation capability.
Ground vehicles
Traditional armoured vehicles remained important for the Ground Force throughout the Universal Century. The Type 61 Main Battle Tank served as the primary armoured unit before and during the One Year War, though it proved increasingly obsolete against mobile suit threats.
The development of mobile suit carriers and support vehicles became crucial for ground operations. Large land battleships like the Big Tray-class served as mobile command centres, while specialised vehicles provided logistics and fire support for mobile suit units.
Major operations
Operation Odessa
Operation Odessa represented the EFF’s most successful large-scale offensive during the One Year War. Launched on 7 November UC 0079, this massive operation involved 30% of the Federation’s military resources in a coordinated assault on Zeon’s European strongholds.
The operation showcased the EFF’s ability to coordinate air, ground, and mobile suit forces effectively. Approximately 6,000 aircraft provided overwhelming air support, while new mobile suits from Project V spearheaded ground assaults. The successful recapture of Odessa’s mining facilities marked the beginning of Zeon’s retreat from Earth.
Battle of Solomon
The assault on the Solomon asteroid fortress demonstrated the EFF’s growing space warfare capabilities. Using innovative tactics like the Solar System mirror array, Federation forces overcame Solomon’s formidable defences on 24 December UC 0079.
The battle marked the debut of the RGM-79 GM in large numbers, proving the viability of mass-produced mobile suits. The capture of Solomon provided a crucial staging area for the final assault on A Baoa Qu and demonstrated the EFF’s technological and tactical evolution.
Battle of A Baoa Qu
Operation Star One, the final battle of the One Year War, tested the EFF’s capabilities to their limits. Despite losing a third of their fleet to the Solar Ray attack, Federation forces pressed their assault on 31 December UC 0079.
The battle showcased both the strengths and limitations of the EFF. While Federation mobile suit pilots demonstrated considerable skill and determination, victory ultimately depended on Zeon’s internal collapse rather than pure military superiority. The costly victory highlighted the need for continued military development and reform.
Known commanders
Johann Abraham Revil served as Commander-in-Chief of the Earth Federation Forces during the One Year War. Rising from the Earth Federation Army to command the Space Force, Revil became a symbol of Federation resistance against Zeon. His famous “Zeon is exhausted” speech prevented Federation surrender and rallied support for continued resistance.
Gene Coliny led the conservative faction within the EFF following the One Year War. As an Admiral in the Space Force, Coliny wielded considerable political influence and played a crucial role in establishing the Titans. His machinations during the Delaz Conflict significantly altered the trajectory of Federation military policy.
John Cowen commanded the reformist faction and oversaw the Gundam Development Project. As Vice Admiral of the 3rd Earth Orbital Fleet, Cowen advocated for military reform and technological advancement. His conflict with Admiral Coliny represented broader tensions within the post-war EFF.
Gopp served as Chairman of the Joint Chiefs of Staff during the pre-war period. His support for mobile suit development programmes and the relocation of headquarters to Jaburo proved crucial for the Federation’s eventual victory in the One Year War.
Behind the scenes
The Earth Federation Forces draw inspiration from various real-world military organisations, particularly the United Nations peacekeeping forces and World War II Allied militaries. The original naming convention used “United Nations Troops” (U.N.T.) until 1998, when copyright concerns led to the adoption of “Earth Federation Forces.”
Series creator Tomino Yoshiyuki designed the EFF to reflect his views on military organisations and their relationship with civilian authority. The portrayal of military corruption, factional conflict, and institutional decline throughout the Universal Century serves as commentary on the nature of military power and democratic governance.
The organisation’s gradual decline mirrors Tomino’s pessimistic view of large bureaucratic institutions, showing how even well-intentioned organisations can become corrupt and ineffective over time. This theme of institutional decay runs throughout the Universal Century timeline, reflecting broader concerns about political and military accountability.
Appearances
The Earth Federation Forces appear in virtually every Universal Century Gundam production, serving as protagonists, antagonists, or background organisations depending on the narrative focus. Their central role in the Mobile Suit Gundam series established them as one of the franchise’s most recognisable factions.
Major appearances include the original Mobile Suit Gundam series, where they serve as the primary protagonists during the One Year War. In Mobile Suit Zeta Gundam, the organisation appears divided between the corrupt Titans and reformist AEUG, reflecting the series’ themes of institutional failure and resistance.
Later series like Mobile Suit Gundam Hathaway depict the EFF in decline, struggling against terrorist organisations and losing legitimacy with the colonial population. This evolution reflects the Universal Century’s overarching narrative of the Federation’s gradual collapse.
