SEELE

SEELE is the secret council that pulls the strings behind NERV in the Evangelion franchise. Its members appear only as monolith-like screens and voices, and their goal is the Human Instrumentality Project—merging all human consciousness into a single existence to end individual suffering and the “hedgehog’s dilemma.”

SEELE uses NERV, the Evangelion units, and the Angels as instruments to achieve this end. Gendo Ikari ostensibly works for SEELE as NERV’s commander but ultimately pursues his own agenda, leading to conflict in the climax of Neon Genesis Evangelion and The End of Evangelion.
