Little is known about Kuzco Al’s origins or early life before her recruitment by the Flanagan Institute. Like many Newtypes discovered during the One Year War, she likely exhibited psychic abilities that attracted the attention of Zeon’s research programmes focused on identifying and developing human potential for military applications.

The Flanagan Institute, established by the Principality of Zeon in June UC 0079, conducted extensive searches throughout the colonies of Side 3 and Earth for individuals displaying Newtype characteristics. Those identified as having significant potential were recruited as test subjects for the Institute’s weapons development programmes.

Service with the Flanagan Institute

As a Newtype test subject, Kuzco Al underwent intensive training and evaluation at the Flanagan Institute’s facilities. The Institute’s research focused not only on understanding the nature of Newtype abilities but also on developing weapons systems that could harness these powers for military advantage. This work included the development of the psycommu system, which allowed Newtype pilots to control remote weapons through thought alone.
