Fonse Kagatie (フォンセ・カガチ, Fonse Kagachi) served as prime minister of the Zanscare Empire and directed its expansionist policies during the Zanscare War in Mobile Suit Victory Gundam. A ruthless strategist, he coordinated BESPA’s offensives and sanctioned the use of terror weapons to enforce Marialist rule.

Biography

Fonse Kagatie rose from Zanscare bureaucrat to prime minister during the Zanscare War, orchestrating BESPA offensives and terror programmes across UC 0152–0153 in pursuit of Marialist domination of Earth.

Political rise

Aligning himself with Queen Maria Pia Armonia’s Marialist doctrine, Kagatie consolidated power by controlling the empire’s secular administration. He built a technocratic apparatus that married religious zeal to efficient command structures, allowing Zanscare to mobilise fleets, mobile suits, and occupation forces with alarming speed.

Control of BESPA

As prime minister he oversaw the Ballistic Equipment and Space Patrol Armée (BESPA), appointing officers such as Chronicle Asher and Fuala Griffon to prosecute the war. Kagatie encouraged aggressive tactics that crushed opposition on Earth and in space, emphasising rapid, brutal repression to prevent resistance from organising.

Angel Halo project

Kagatie championed the Angel Halo superweapon, believing its psycommu resonance could subjugate Earth’s population without prolonged occupation. He diverted resources to the project despite internal dissent, demonstrating his reliance on shock tactics and symbolic displays of power. The weapon’s failure marked the beginning of his political decline.

Downfall

As the League Militaire gained victories and Angel Halo collapsed, Kagatie’s authority faltered. Military setbacks eroded his support within BESPA, culminating in internal coups that stripped him of power. He was killed during the war’s final stage, a victim of the infighting he had fostered through years of authoritarian rule.
